Determinating the best methods for oil spill response based on cumulative environmental benefits analysis (CEBA)

In October 2024 ECO-Astana NR LLP finalized the development of the “Report on determining the best methods for oil spills response on pipelines of CJSC Karachaganak Petroleum Operating b.v. based on cumulative environmental benefits analysis (CEBA). This report was developed in accordance with the requirements of the “Rules for determining, approving and deciding on the choice of optimal methods for eliminating oil spills at Sea, Inland waters and in the protection zone of the Republic of Kazakhstan based on a total environmental benefits analysis”, approved by the Order of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated September 2, 2021 № 353. During the preparation of the CEBA both the RK Laws and Statutory Instruments and documents developed by the International Maritime Organization and the International Association of Representatives of Oil and Gas Industry on environmental and social issues were applied.
Cumulative environmental benefits analysis is an approach to selecting the optimal oil spill response methods to maximize protection of human health and environment. There is no single CEBA tool and methodology that is universally acceptable in all situations, due to the wide range and scale of potential oil spills, environmental sensitivities and natural conditions. Therefore, for each production facility potentially impacting water bodies, an CEBA should be carried out taking into account its operating features.
